It has been suggested that a Federal program of credit assistance, modeled after Ohio's Linked Deposit Program, be established to assist small businesses. This report describes the operation of the Ohio Linked Deposit Program, presents cases for and against the proposal, and provides an overall evaluation of the proposal.
