Prompted by growing concerns about the health effects associated with smokeless tobacco products - both chewing tobacco and snuff - several bills are being considered by the 99th Congress which are designed to warn consumers about the dangerous health consequences of such products and discourage their consumption. This report provides background information on these products, including usage, their advertising and promotion, and health concerns. It also discusses legislative proposals which include labeling requirements, advertising bans and restrictions, tax measures, and public education efforts.

The Census Bureau's report for fiscal year 1983 showed 32 States with a total of $7.4 billion from severance tax collections. Our compilation also includes seven States which use the same tax base, i.e., the unit or value of natural resources extracted, within a broad tax of general application. Eleven States do not levy a State severance tax or any other levy on the unit of value of natural resources extracted.

This report contains detailed analyses of each of the Reagan Administration's budget requests for selected programs within the Department of Education for the fiscal years 1982 through 1985. Included are comparisons of each budget request to the funding level in effect at the time the request was submitted to the Congress and to the final appropriations for the fiscal year addressed by the request. In addition, the report contains a brief overview of the aggregate budget requests and funding levels for the Department of Education between fiscal years 1981 and 1985. Supplemental appropriations and rescission requests are discussed separately. Funding levels used in the report are in current dollars and are not adjusted for inflation.

This paper provides a brief overview of selected data on the following aspects of private elementary and secondary school enrollment: numbers of students, enrollment of minority (blacks and Spanish origin) students, enrollment in religiously affiliated private schools, and enrollment of students from families with different levels of annual income. Where appropriate, comparisons are made to enrollment in public elementary and secondary schools.
