Summary: The Clean Water Act Amendments of 1987 (P.L. 100-4) make control of nonpoint sources of water pollution a national policy. New section 319 creates a nonpoint source management program. While the primary responsibility for developing and implementing controls on nonpoint sources is vested with the States, the Environmental Protection Agency must approve the State programs and is authorized to provide technical and financial support. After three years, EPA is required to report to Congress on the program and its success.

Title: The subsidization of natural resources in the United States

Summary: The objective of this report is to review the various ways or forms in which the Federal Government affects the costs of mining and natural resource-based products of the United States. The report describes how current Federal laws and polices affect the market costs of livestock, timber, food and fiber, fisheries, water, hardrock mining, fuel minerals, oil and gas, hydroelectric power, and petroleum substitutes. The analysis is not restricted to any particular definition of subsidy, but rather attempts to identify any domestic circumstances where it would be possible to suggest that natural resource-based products marketed by the United States are not paying the full, immediate cost of producing or consuming that resource. The report also identifies some of the broader forms of assistance provided to U.S. industry that affect all industry, not just natural resources, or are applicable to more than one resource industry category.

The analysis of the report focuses on the likely scope of reprogramming, and its potential impact on each program or agency in general. The qualitative program analysis also tried to determine what research areas were likely to suffer most under Gramm-Rudman-Hollings and if the different R&D agencies planned to cut the number of research grants or the size of each grant and how either action might affect their programs.

Summary: A superb example of the signature of one of the great sailors of Elizabethan England, the first document showing him acquiring land at Chatham, established as a Royal Dockyard by Elizabeth I in 1567. Sir John Hawkins (1532-1595), merchant, privateer and naval commander, was cousin to Sir Francis Drake "but Hawkins arguably knew more about seamanship and did more for his country than Drake. During several voyages in the 1560s Hawkins demonstrated to his countrymen that good profits could be made trading in the Spanish ports of the West Indies. He also introduced his queen and his fellow merchants to the loathsome business of slave trading, where even greater profits could be made by men whose consciences were not of exceeding tenderness" (Harry Kelsey, Sir John Hawkins: Queen Elizabeth's Slave Trader, Yale 2003, p. xiii).
