This Editorial Commentary includes editorials on child sexual abuse at day care centers selected from 100 newspapers monitored by the Congressional Research Service. The Commentary is divided into two sections. The first focuses comments on instances of child sexual abuse and is arranged chronologically. The second looks at suggestions, particularly administrative and legislative recommendations, for dealing with the specific problem of abuse and with the general issue of readily available quality day care. This report is an outline of those provisions of the Federal tax code which provide incentives for the production, sale, and consumption of alcohol fuels. To promote the production and use of alcohol fuels, under present Federal tax law there is an exemption from the gasoline excise taxes, three types of income tax credits (the blender's fuel credit, the alternative fuel production credit, and the business energy investment tax credit), and an exemption on interest income on industrial development bonds.

Pursuant to P.L 88-246, the Congressional Research Service has compiled a preliminary, annotated bibliography on the 1984-85 National High School Debate topic - "How Can the Federal Government Best Decrease Poverty in the United States?": Resolved: that the Federal Government should guarantee a minimum annual cash income to all United States citizens. Resolved: that the Federal Government should adopt a negative income tax to assist all United States citizens living in poverty. Resolved: that the Federal Government should provide employment for all employable United States citizens living in poverty. This bibliography is designed to facilitate early research preparation for the debators by providing pertinent citations to materials related to the topic and propositions.

High power voltage lines and extremely low frequency communications systems: Health and safety concerns

There continues to be public concern about the health and safety impacts of high-voltage AC and DC power lines, either already existing or planned, and of proposed United States Navy extra-low-frequency (ELF) communications antennas. The Departments of Energy and Navy have taken the position that no significant biological, ecological, or human health effects are to be expected from these technologies. However, certain members of the scientific community have presented evidence over the past four years that there may be subtle, adverse health effects of low-level, low-frequency electromagnetic radiation of the type produced by power line and communications systems. Examinations continue to confirm or deny these latter observations.

The growth of the elderly population, combined with rising expenditures for institutional long-term care services, has generated interest in strengthening community-based services for the sick and disabled and in altering the way in which these services are organized and financed. Studies have shown that community-based health and social services can be effective in reducing institutionalization and improving longevity and patient satisfaction. However, the overall costs associated with community-based long-term care remain unknown, as does the number of persons potentially in need of such services. In some cases, costs for such care may exceed amounts spent for the equivalent level of institutional care.

Much attention has recently been focused on the chemical ethylene dibromide (EDB). This chemical has been widely used in leaded gasoline, and has also been used to treat grains, citrus, and other crops. It has been found in foods and in groundwater. This paper examines the possible health effects of exposure to EDB, as well as its regulation. The possible health effects and regulation of various chemical and physical alternatives to EDB are also examined. This paper concludes with some policy considerations pertinent to EDB.

All four bills share the same general purposes which include: encouraging the standardization of nuclear powerplant designs; ensuring early and effective public participation in the nuclear powerplant licensing process; promoting the stability of regulatory standards; and improving the efficiency of the licensing process. This report contains detailed analyses of each of the Reagan Administration's budget requests for selected programs within the Department of Education for the fiscal years 1982 through 1985. Included are comparisons of each budget request to the funding level in effect at the time the request was submitted to the Congress and to the final appropriations for the fiscal year addressed by the request. In addition, the report contains a brief overview of the aggregate budget requests and funding levels for the Department of Education between fiscal years 1981 and 1985. Supplemental appropriations and rescission requests are discussed separately. Funding levels used in the report are in current dollars and are not adjusted for inflation.

As of March 1, 1983, at least 10 States had enacted "plant closing" laws. These laws take various forms. Some require businesses to notify workers in advance of a closing. Others require the State or businesses to provide such benefits as health insurance, severance pay, or reemployment assistance to displaced workers. Still others set up a program of assistance to help workers buy plants threatened with closure. This paper outlines and compares the provisions of these 10 State laws.
