Summary
This is a copper engraved plate depicting a bird's-eye plan of the fortress of Kenoque situated at the junction of the Loo and Diksmuide canals besieged by the British in 1695. The engraving shows details of the improvements to the fortress proposed by Vauban. The fortress was demolished in 1781. The publication this is from is Atlas portatif, ou, le nouveau theatre de la guerre en Europe: contenant les cartes géographiques, avec les plans des villes & forteresses les plus exposées aux révolutions présentes: accompagnè d'une nouvelle méthode pour apprendre facilement la géographie & la chronologie des potentats. Translated this is roughly: Portable Atlas, or thé new theater of war in Europe: containing maps, city maps with forts & most exposer to these revolutions: accompanied by a new method to easily learn geography & timelines. It was published in Amsterdam, Netherlands by Daniel de la Feuille in 1702. Daniel was born of Huguenot stock in Sedan (L'Ardennes) France. As a young man, he apprenticed as a watchmaker. In 1663 La Feuille married Charlette Marlet, the daughter of a local carpenter. Twenty years later, in 1683, facing religious persecution of the Huguenots in France, the family fled to Amsterdam. By 1686, Daniel had become a burgher (citizen) of the city and established himself as an engraver, publisher, and art dealer. Not long after, in 1691, he was admitted into the Booksellers Guild. His cartographic work includes numerous individual maps and atlases, many of which continued to be published and republished well after his death in 1709. He was succeeded by his sons Jacob and Paul.

This report portrays and discusses Federal spending for education programs in the context of a 26-year span: the past 20 years of actual experience (1963-1982) and the spending plan for the next six years proposed in the President's 1984 budget. In addition to the 26-year perspective, various measures such as spending in constant dollars, as a percent of the gross national product (GNP), as a percent of total Federal budget and annual and cumulative change analyses are used to help the reader gain a sense of context and perspective.

One characteristic of the dislocated worker problem is that a mismatch exists between the number and kinds of jobs offered by employers and the number and kinds of skills possessed by workers in the same geographic area. At the same time, other geographic areas have unfilled job openings and relatively low unemployment rates. Government-assisted worker relocation is one tool of employment policy that might be used to reduce these regional imbalances in labor supply and demand. This report describes the U.S. experience with both unassisted and Government-assisted worker relocation. It examines the applicability of this experience to the current dislocated worker problem, as well. In addition, the report evaluates the feasibility of establishing a nationwide worker relocation program.

Summary
Since 1979, the U.S. Environmental Protection Agency has expended considerable effort on developing an approach to protect groundwater from pollution. Because groundwater protection has traditionally been a right of the States, EPA sought to develop a groundwater protection strategy that would establish agency policy to protect groundwater under existing Federal statutes, but be sensitive to the rights and protection efforts of the States. EPA's efforts to prepare a groundwater strategy have been controversial and the strategy has been redrafted three times. This report compares and contrasts the three EPA groundwater strategies. EPA's executive summary of the proposed third version of the groundwater strategy is included in an appendix.

This report analyzes and compares trends in the growth of real GNP and real output in manufacturing and basic manufacturing in the Unites States between 1950 and 1982. As a corollary, the report also looks at trends in the real output growth of six basic manufacturing industries in the same period: primary metals, motor vehicles and equipment, textile mill products, paper and allied products, chemicals and allied products, and rubber and miscellaneous plastic products. The results indicate, among other things, that (1) manufacturing is not in imminent danger of disappearing, as some proponents of the "deindustrialization" thesis seem to believe, (2) since the mid-1970s, basic manufacturing at once is contributing less and less to national income and continues to be greatly influenced by changes in national income, and (3) it can be misleading to treat all basic American manufacturing industries as though they constitute a homogeneous sector facing the same competitive challenges and commercial opportunities.

Since 1973, Federal Medicaid funds have been used to help support services for institutionalized mentally retarded persons. Legislation has been introduced in the 99th Congress that would transfer most of these funds out of the institutions and make this funding available for community -based services. Advocates of the legislation believe that community -based services are preferable to institutional services, but some parents of institutionalized persons feel that the larger residential facilities are a necessary part of the service system.
