This review is an updated and revised version of CRS Report No. 86-646 E, issued in April 1986. It supplements CRS Report No. 85-209 E, which gives a more detailed economic analysis of many of the recent proposals for change.

Summary: This report analyses some of the available data to identify some of the reasons for the "crisis" of affordability and availability of the General Liability category of commercial insurance. Four possible reasons are identified: while there have apparently been dramatic increases in premium rates, premium income in the General Liability category is rising slowly relative to losses; insurers are writing less of these lines in comparison with other lines; the high and rising cost of litigation; and the relatively sharp swings in underwriting experience. These explanations do not necessarily cover the broad spectrum of and interaction between the legal, social, and other factors influencing the General Liability insurance market.

Summary: The objective of this report is to review the various ways or forms in which the Federal Government affects the costs of mining and natural resource-based products of the United States. The report describes how current Federal laws and polices affect the market costs of livestock, timber, food and fiber, fisheries, water, hardrock mining, fuel minerals, oil and gas, hydroelectric power, and petroleum substitutes. The analysis is not restricted to any particular definition of subsidy, but rather attempts to identify any domestic circumstances where it would be possible to suggest that natural resource-based products marketed by the United States are not paying the full, immediate cost of producing or consuming that resource. The report also identifies some of the broader forms of assistance provided to U.S. industry that affect all industry, not just natural resources, or are applicable to more than one resource industry category.

Title: The Reagan approach to housing

Summary: There have been marked changes in the Federal Government's role in housing since 1981. Inflation, Federal budget deficits, slow income growth, public disenchantment with programs for the poor -- these and other factors would have compelled shifts in social programs such as housing regardless of the group who controlled the White House. But many of the housing programs in place in 1981 were essentially incompatible with the philosophy of the Reagan team. This paper identifies some of the major changes brought about or proposed by this Administration and the rationale for these efforts.

Summary: This report examines the impact of the Balanced Budget and Emergency Deficit Control Act of 1985, on the FY86 budget of selected research and development (R&D) programs. The analysis of the report focuses on the likely scope of reprogramming, and its potential impact on each program or agency in general. The qualitative program analysis also tried to determine what research areas were likely to suffer most under Gramm-Rudman-Hollings and if the different R&D agencies planned to cut the number of research grants or the size of each grant and how either action might affect their programs.

The major proposals to encourage methanol vehicle use, including H.R. 4855 (Sharp) and H.R. 5075 (Broyhill), are examined; and their policy options are discussed.
