One characteristic of the dislocated worker problem is that a mismatch exists between the number and kinds of jobs offered by employers and the number and kinds of skills possessed by workers in the same geographic area. At the same time, other geographic areas have unfilled job openings and relatively low unemployment rates. Government-assisted worker relocation is one tool of employment policy that might be used to reduce these regional imbalances in labor supply and demand. This report describes the U.S. experience with both unassisted and Government-assisted worker relocation. It examines the applicability of this experience to the current dislocated worker problem, as well. In addition, the report evaluates the feasibility of establishing a nationwide worker relocation program.

Since 1979, the U.S. Environmental Protection Agency has expended considerable effort on developing an approach to protect groundwater from pollution. Because groundwater protection has traditionally been a right of the States, EPA sought to develop a groundwater protection strategy that would establish agency policy to protect groundwater under existing Federal statutes, but be sensitive to the rights and protection efforts of the States. EPA's efforts to prepare a groundwater strategy have been controversial and the strategy has been redrafted three times. This report compares and contrasts the three EPA groundwater strategies. EPA's executive summary of the proposed third version of the groundwater strategy is included in an appendix.

Much attention has recently been focused on the chemical ethylene dibromide (EDB). This chemical has been widely used in leaded gasoline, and has also been used to treat grains, citrus and other crops. It has been found in foods and in groundwater. This paper examines the possible health effects of exposure to EDB, as well as its regulation. The possible health effects and regulation of various chemical and physical alternatives to EDB are also examined. This paper concludes with some policy considerations pertinent to EDB.

On November 1, 1985, the U.S. Department of Agriculture's Farmers Home Administration (FeHA) published regulations instituting new procedures for handling farm loan program borrowers who are one year or more delinquent in their loan payments. This report outlines the history of the lawsuit that led to the promulgation of the new regulations, examines the arguments against them contained in the subsequent legal challenge, and discusses some of the policy issues underlying FmHA's actions regarding delinquent borrowers.

Almost half the States have studies or are studying their civil service systems for discriminatory pay practices particularly in female-dominated classifications. These studies and their results may have implications for the Federal Government as there are similarities between the civil service systems of the state and the Federal Government. The report includes a table highlighting comparable worth activities in the States.

This paper reviews the current structure of the programs authorized by title III of the Higher Education Act and the structural changes proposed for this title in the FY 1986 budget. Title III programs currently provide funds to institutions of higher education for development projects designed to improve academic and financial management capabilities. The Administration proposes in its FY 1986 budget to eliminate two of the current programs and focus funding on endowment building. The proposed FY 1986 appropriation level of $141,208,000 is the same as the FY 195 appropriation level.
