The cumulative educational debt of postsecondary students: Amounts and measures of manageability

-
Concerns about the increasing levels of debt incurred by postsecondary education students have been expressed with growing frequency in the past several years, particularly with regard to the borrowing by graduate and professional level students. This paper reviews and assesses what has recently been reported on the levels of debt being accumulated by postsecondary students, what various analyses have concluded is the threshold for manageable debt, and what the results are when educational debt manageability thresholds are applied to current levels of student debt. The general findings of the paper are that: (1) the data on student borrowing are very limited; (2) the largest amounts of money are being borrowed by professional level students, particularly those in medicine and law; (3) it is not clear how burdensome these levels of debt are; and (4) the manageable debt burden thresholds have a number of serious problems and, at best, provide only crude measures of the extent to which students incur unmanageable levels of debt.

As of March 1, 1983, at least 10 States had enacted "plant closing" laws. These laws take various forms. Some require to notify workers in advance of a closing. Others require the State or businesses to provide such benefits as health insurance, severance pay, or reemployment assistance to displaced workers. Still others set up a program of assistance to help workers by plants threatened with closure. This paper outlines and compares the provisions of these 10 State laws.

This Editorial Commentary includes editorials on child sexual abuse at day care centers selected from 100 newspapers monitored by the Congressional Research Service. The Commentary is divided into two sections. The first focuses comments on instances of child sexual abuse and is arranged chronologically. The second looks at suggestions, particularly administrative and legislative recommendations, for dealing with the specific problem of abuse and with the general issue of readily available quality day care. The Food Security Act of 1985 (PL 99-198) required the Secretary of Agriculture to poll U.S. wheat producers on whether they favor mandatory limits on their production in exchange for higher market prices. The nonbinding poll, being conducted in early July, has resurrected one of the most controversial and divisive issues of the 1985 farm policy debate. This report describes the poll and examines arguments for and against mandatory supply controls.

Milton's house of God: the invisible and visible church

In Milton's House of God, Stephen R. Honeygosky examines the ecclesial center of a representative sampling of John Milton's prose written throughout his life. Interrelating this body of literature with Reformation and post-Reformation history and theology, Honeygosky argues that for Milton the two major dimensions of church (the invisible and the visible) have an inextricable, ongoing, intersecting-though-not-equivalent relationship. He shows that it is the dynamic interaction between the two out of which Milton's entire ecclesiology proceeds. Milton's House of God explores in depth Milton's concept of church and its relation to the True Church, which he came to believe was always invisibly and spiritually gathered because of its mystic incorporation with Christ. Honeygosky discusses the new visible manifestations of the True Church during the seventeenth century the doctrine that can be distilled even from Milton's not explicitly doctrinal tracts and the evident and consistent verbal pattern that he used to feed and foster a Radical-Reformist communion. Additionally, Honeygosky examines the transmutation of terms important for Milton. He demonstrates how Milton takes such traditional ecclesiological words as worship, separation, schism, license, heresy, holiness, Scripture, and Sacrament, rejects their standard usage, then empties the terms of their expected import before renovating and reappropriating them once again. Honeygosky concludes that the fundamental Miltonic definition of church is the individual believing reader of sacred texts who has become an interfusion of sacred place, text, and action - a veritable House of God. Thus, Milton's ecclesiology results in a new mythic form derived from and designated for mid-seventeenth-century English culture. The believing and reading individual is the most basic House of God, the embodied consolidation of Church and Scripture and Sacrament.
