Summary
In an attempt to foster regional economic growth, many State and local governments have developed and are supporting programs to enhance technological advancement within their jurisdictions. These programs are based upon the idea that economic benefits accrue from the creation of new firms and from increases in productivity in existing companies through the application of technological products and processes. These efforts very by State and often a jurisdiction supports several different approaches. Several Federal programs and policies have facilitated State and local technological development activities. These include programs to strengthen the science and technology capabilities of State governments, to encourage industry-university cooperation, to expand the use of Federal technical resources, and to strengthen the research capacity of universities. There is congressional interest in exploring ways to augment Federal support for State and local technological advancement efforts. Various options are identified to assist Members in determining if future congressional action is necessary, and if so, what types of activities might build upon an infrastructure already in place.

Summary
Since the Fall of 1983, there has been heightened public concern about the possible health effects of ethylene dibromide (EDB), a chemical which has caused cancer in laboratory animals. The U.S. Environmental Protection Agency (EPA) banned the pesticidal use of EDB for oil fumigation in September 1983 after discovering that EDB could migrate into groundwater supplies. In December 1983 that State of Florida stopped the sale of food products which contained any detectable levels of EDB, since no Federally approved safe levels had ever been established. In February and March of 1984 EPA banned most other pesticidal uses of EDB, and recommended certain residue levels as a guide to state actions. Since that time, some of the controversy has quieted. This paper addresses the background of EDB, its uses, and EPA's regulatory proposals and actions.

There continues to be public concern about the health and safety impacts of high-voltage AC and DC power lines, either already existing or planned, and of proposed United States Navy extra-low-frequency (ELF) communications antennas. The Departments of Energy and Navy have taken the position that no significant biological, ecological, or human health effects are to be expected from these technologies. However, certain members of the scientific community have presented evidence over the past four years that there may be subtle, adverse health effects of low-level, low-frequency electromagnetic radiation of the type produced by power line and communications systems. Examinations continue to confirm or deny these latter observations.

This paper reviews the current structure of the programs authorized by title III of the Higher Education Act and the structural changes proposed for this title in the FY 1986 budget. Title III programs currently provide funds to institutions of higher education for development projects designed to improve academic and financial management capabilities. The Administration proposes in its FY 1986 budget to eliminate two of the current programs and focus funding on endowment building. The proposed FY 1986 appropriation level of $141,208,000 is the same as the FY 1985 appropriation level.

This report discusses the major factors which have made, and continue to make, the comparison of risks from different energy sources a difficult task. In particular, it addresses six areas of fundamental difficulty in making such comparisons. These areas include--portion of the fuel cycle included, technologies to be used, level of technology, assumptions of market penetration and siting, allocations between energy and non-energy risks, and comparing dissimilar risks. The report illustrates the magnitude of the problems of risk comparison by demonstrating the range of results obtained from some of the major energy risk assessments. A compilation of recent major energy risk assessments and energy risk comparisons in both the U.S. and other countries is also included.
