The editorials represent all those appearing on that subject in 55 newspapers monitored by the Congressional Research Service. The editorials are arranged by region (East, South, Midwest and West) to illustrate the concerns and responses in various parts of the country, and chronologically within each regional section. This report contains detailed analyses of each of the Reagan Administration's budget requests for selected programs within the Department of Education for the fiscal years 1982 through 1985. Included are comparisons of each budget request to the funding level in effect at the time the request was submitted to the Congress and to the final appropriations for the fiscal year addressed by the request. In addition, the report contains a brief overview of the aggregate budget requests and funding levels for the Department of Education between fiscal years 1981 and 1985. Supplemental appropriations and rescission requests are discussed separately. Funding levels used in the report are in current dollars and are not adjusted for inflation.

In recent years the term "acid rain" has captured the attention of the American public as a possible cause of forest damage and decline. As research progresses, it appears that the adverse impacts of "acid rain" on forest ecosystems are more complex and not as well understood as they generally are for aquatic ecosystems. Different types of air pollution -- including but not limited to precursors of acid deposition -- alone or in combination with stress factors, may pose a wide range of threats to forest ecosystems. This report examines the extent of forest damage and decline in the United States, the dynamics of the forest ecosystem and the major hypotheses put forth by the scientific community to explain the role of air pollutants in forest declines. The report concluded that the forest decline debate must take into account a wider range of pollutants than are usually included in legislative proposals which emphasize sulphur dioxide emissions.

Much attention has recently been focused on the chemical ethylene dibromide (EDB). This chemical has been widely used in leaded gasoline and has also been used to treat grains, citrus, and other crops. It has been found in foods and in groundwater. This paper examines the possible health effects of exposure to EDB, as well as its regulation. The possible health effects and regulation of various chemical and physical alternatives to EDB are also examined. This paper concludes with some policy considerations pertinent to EDB.
