Much attention has recently been focused on the chemical ethylene dibromide (EDB). This chemical has been widely used in leaded gasoline, and has also been used to treat grains, citrus, and other crops. It has been found in foods and in groundwater. This paper examines the possible health effects of exposure to EDB, as well as its regulation. The possible health effects and regulation of various chemical and physical alternatives to EDB are also examined. This paper concludes with some policy considerations pertinent to EDB.

This paper surveys the recent experience of States and European countries with tax amnesty programs. The introductory section reflects the surge of interest in providing a Federal program of similar scope to some of the State tax amnesty programs already offered with quotes from Members of Congress and the Administration. A brief history of prior Federal involvement with tax amnesty programs follows. General observations pertaining to the State programs, along with what appear to be certain keys to success for State programs, is followed by a more detailed summary of each of the eight State programs held to date. The information gathered for this section was obtained from interviews held with State officials. The final section discusses the experience of European tax amnesty programs in France, Italy, and Belgium and concludes with possible lessons the United States might draw from them.

The Education Amendments of 1984 amended the Adult Education Act, extending it through FY 1988, with $140 million authorized for Fy 1985. This paper describes the application of the Balanced Budget and Emergency Deficit Control Act of 1985, P.L. 99-177, popularity called "Gramm-Rudman-Hollings," to programs administered by the Department of Education, particularly, it will focus on provisions establishing "emergency powers to eliminate deficits in excess of maximum deficit amounts." All of the programs within the Department's jurisdiction are subject to the automatic spending reduction provisions of this law. Two programs are subject to special treatment, the Guaranteed Student Loan and the Vocational Rehabilitation State grant program. The remaining programs are subject to a uniform percentage reduction, estimated to be 4.3 percent for FY 1986.

This report discusses the major factors which have made, and continue to make, the comparison of risks from different energy sources a difficult task. In particular, it addresses six areas of fundamental difficulty in making such comparisons. These areas include--portion of the fuel cycle included, technologies to be used, level of technology, assumptions of market penetration and siting, allocations between energy and non-energy risks, and comparing dissimilar risks. The report illustrates the magnitude of the problems of risk comparison by demonstrating the range of results obtained from some of the major energy risk assessments. A compilation of recent major energy risk assessments and energy risk comparisons in both the U.S. and other countries is also included.

The qualitative program analysis also tried to determine what research areas were likely to suffer most under Gramm-Rudman-Hollings and if the different R&D agencies planned to cut the number of research grants or the size of each grant and how either action might affect their programs.
