It certainly is not because they cannot live comfortably if they are not?” Here again he seems to urge it as the duty of the minister to pay taxes, because they have ability. But this is a specious was of reasoning and not much to the purpose. I am sensible he might have found it

When the necessaries of life are procured with care, mankind are curious to know the concerns of others, and become interested in them. They will then have time and opportunities for the exercise

And are not ministers the greatest encouragers and promoters of this point? Do they not as effectually promote the peace, liberty, and happiness of the people by their preaching, as if they paid their proportion

He was rather hated than respected by the people; and his conduct in the consulship served to heighten their resentment. His colleague Servilius, however was of a quite opposite temper, and greatly loved by the populace. Hence it may

[recto] great profit to any but himself at present; for he has no concern for others’ interest farther than what concerns his own; yet his industry and prudence must certainly advance the future interest of society much more than the indolence and prodigality of a spendthrift. If he deprive himself of the necessaries of life to accumulate wealth, which must finally go to the use of the community, what injuries must others sustain by it? If he consume but a little of the produce of the earth, will not the community feel the benefits of such prudence? And if his avaricious temper prone him to diligence and the execution of laborious enterprises and works of usefulness and profit, will not the beneficial effects be finally felt in society? Is he not more serviceable to mankind than one who devours the profits of two persons labor, without earning any thing; and not only spends his whole life without profit, but deprives the community of the profit of several others?
