This paper surveys the recent experience of States and European countries with tax amnesty programs. The introductory section reflects the surge of interest in providing a Federal program of similar scope to some of the State tax amnesty programs already offered with quotes from Members of Congress and the Administration. A brief history of prior Federal involvement with tax amnesty programs follows. General observations pertaining to the State programs, along with what appear to be certain keys to success for State programs, is followed by a more detailed summary of each of the eight State programs held to date. The information gathered for this section was obtained from interviews held with State officials. The final section discusses the experience of European tax amnesty programs in France, Italy, and Belgium and concludes with possible lessons the United States might draw from them.

Comparison of the U.S. Environmental Protection Agency's groundwater protection strategies

Since 1979, the U.S. Environmental Protection Agency has expended considerable effort on developing an approach to protect groundwater from pollution. Because groundwater protection has traditionally been a right of the States, EPA sought to develop a groundwater protection strategy that would establish agency policy to protect groundwater under existing Federal statutes, but be sensitive to the rights and protection efforts of the States. EPA's efforts to prepare a groundwater strategy have been controversial and the strategy has been redrafted three times. This report compares and contrasts the three EPA groundwater strategies. EPA's executive summary of the proposed third version of the groundwater strategy is included in an appendix.

Much attention has recently been focused on the chemical ethylene dibromide (EDB). This chemical has been widely used in leaded gasoline, and has also been used to treat grains, citrus and other crops. It has been found in foods and in groundwater. This paper examines the possible health effects of exposure to EDB, as well as its regulation. The possible health effects and regulation of various chemical and physical alternatives to EDB are also examined. This paper concludes with some policy considerations pertinent to EDB.

Gross national product and basic manufacturing industries in the United States: Comparative analysis of growth rates, 1950-1982

This report analyzes and compares trends in the growth of real GNP and real output in manufacturing and basic manufacturing in the Unites States between 1950 and 1982. As a corollary, the report also looks at trends in the real output growth of six basic manufacturing industries in the same period: primary metals, motor vehicles and equipment, textile mill products, paper and allied products, chemicals and allied products, and rubber and miscellaneous plastic products. The results indicate, among other things, that (1) manufacturing is not in imminent danger of disappearing, as some proponents of the "deindustrialization" thesis seem to believe, (2) since the mid-1970s, basic manufacturing at once is contributing less and less to national income and continues to be greatly influenced by changes in national income, and (3) it can be misleading to treat all basic American manufacturing industries as though they constitute a homogeneous sector facing the same competitive challenges and commercial opportunities.

Pursuant to P.L 88-246, the Congressional Research Service has compiled a preliminary, annotated bibliography on the 1984-85 National High School Debate topic - "How Can the Federal Government Best Decrease Poverty in the United States?": Resolved: that the Federal Government should guarantee a minimum annual cash income to all United States citizens. Resolved: that the Federal Government should adopt a negative income tax to assist all United States citizens living in poverty. Resolved: that the Federal Government should provide employment for all employable United States citizens living in poverty. This bibliography is designed to facilitate early research preparation for the debators by providing pertinent citations to materials related to the topic and propositions.

There continues to be public concern about the health and safety impacts of high-voltage AC and DC power lines, either already existing or planned, and of proposed United States Navy extra-low-frequency (ELF) communications antennas. The Departments of Energy and Navy have taken the position that no significant biological, ecological, or human health effects are to be expected from these technologies. However, certain members of the scientific community have presented evidence over the past four years that there may be subtle, adverse health effects of low-level, low-frequency electromagnetic radiation of the type produced by power line and communications systems. Examinations continue to confirm or deny these latter observations.

The Census Bureau's report for fiscal year 1983 showed 32 States with a total of $7.4 billion from severance tax collections. Our compilation also includes seven States which use the same tax base, i.e., the unit or value of natural resources extracted, within a broad tax of general application. Eleven States do not levy a State severance tax or any other levy on the unit of value of natural resources extracted.

This report contains detailed analyses of each of the Reagan Administration's budget requests for selected programs within the Department of Education for the fiscal years 1982 through 1985. Included are comparisons of each budget request to the funding level in effect at the time the request was submitted to the Congress and to the final appropriations for the fiscal year addressed by the request. In addition, the report contains a brief overview of the aggregate budget requests and funding levels for the Department of Education between fiscal years 1981 and 1985. Supplemental appropriations and rescission requests are discussed separately. Funding levels used in the report are in current dollars and are not adjusted for inflation.

In April 1984 the House of Representatives passed the Tax Reform Act of 1984 (H.R. 4170) and the Senate its Deficit Reduction Act of 1984 (an amendment to H.R. 2163, a bill to amend the Federal Boat Safety Act of 1971), both of which provide for the continuation of the excise tax on telephone service at its 3-percent rate for an additional two years, through 1987. This action was deemed appropriate by congress in light of the large existing budgetary deficits. This paper presents an overall view of the Federal excise tax on telephone service. A description of the history of this tax and revenue collections are followed by an explanation to clarify the relationship of this tax to the U.S. actions in Vietnam during the 1960s and 1970s. Finally, this paper concludes with the principal arguments made by proponents for continuation of the tax and the opponents of the tax who support repeal.

This report is an outline of those provisions of the Federal tax code which provide incentives for the production, sale, and consumption of alcohol fuels. To promote the production and use of alcohol fuels, under present Federal tax law there is an exemption from the gasoline excise taxes, three types of income tax credits (the blender's fuel credit, the alternative fuel production credit, and the business investment tax credit), and an exemption on interest income on industrial development bonds.

Farm population in the U.S., currently about 5.2 million people, continues to decline each year. Data from a 1982 Census Bureau-USDA survey show a loss of 431,000 farm people between 1980 and 1982. This drop corresponds with a continuing pattern of declining farm employment, which has fallen from over 10 million in 1940 to under 4 million currently. The number of farm operators in the U.S. is now estimated at 2,370,000--down from 2,400,000 the previous year. This paper will discuss the changing farm population, focusing on the farm labor force. It will investigate who leaves farming, why they leave, what they do as disemployed farmers, and the implications of their employment shift.
