These studies and their results may have implications for the Federal Government as there are similarities between the civil service systems of the state and the Federal Government. This report analyzes and compares trends in the growth of real GNP and real output in manufacturing and basic manufacturing in the Unites States between 1950 and 1982. As a corollary, the report also looks at trends in the real output growth of six basic manufacturing industries in the same period: primary metals, motor vehicles and equipment, textile mill products, paper and allied products, chemicals and allied products, and rubber and miscellaneous plastic products. The results indicate, among other things, that (1) manufacturing is not in imminent danger of disappearing, as some proponents of the "deindustrialization" thesis seem to believe, (2) since the mid-1970s, basic manufacturing at once is contributing less and less to national income and continues to be greatly influenced by changes in national income, and (3) it can be misleading to treat all basic American manufacturing industries as though they constitute a homogeneous sector facing the same competitive challenges and commercial opportunities.

Air pollutant-induced stress to forest ecosystems: An overview of forest damage

In recent years the term "acid rain" has captured the attention of the American public as a possible cause of forest damage and decline. As research progresses, it appears that the adverse impacts of "acid rain" on forest ecosystems are more complex and not as well understood as they generally are for aquatic ecosystems. Different types of air pollution -- including but not limited to precursors of acid deposition -- alone or in combination with stress factors, may pose a wide range of threats to forest ecosystems. This report examines the extent of forest damage and decline in the United States, the dynamics of the forest ecosystem and the major hypotheses put forth by the scientific community to explain the role of air pollutants in forest declines. The report concluded that the forest decline debate must take into account a wider range of pollutants than are usually included in legislative proposals which emphasize sulphur dioxide emissions.

Three bills to reform the nuclear regulatory process have been submitted to the 98th Congress and draft sections of a fourth have been circulated. All four bills share the same general purposes which include: encouraging the standardization of nuclear powerplant designs; ensuring early and effective public participation in the nuclear powerplant licensing process; promoting the stability of regulatory standards; and improving the efficiency of the licensing process. This report compares the major provisions of the four bills and analyzes their potential impact.

Estimates how that over its first five years, the Tax Reform Act of 1985 (HR 3838) would be revenue neutral, with a reduction in revenue from the individual income tax just offset by an increase in revenue from the corporate income tax. This report describes the major changes in the individual and corporate income tax systems that would produce these revenue patterns. Notwithstanding the five-year revenue estimates, the report concludes that the bill would not significantly increase the tax burden on corporate-sector income. Further, in the long-run, the bill may lose tax revenue compared to revenue that would be generated under the current tax system.

An important business tax provision of the Tax Reform Act of 1986 is the new tax depreciation rules for business assets. The effect of the Tax Reform Act's changes was to slow down the rate at which the cost of most assets can be depreciated. Depreciation deductions are thus less valuable to businesses than under prior law. The Act's depreciation changes, along with its repeal of the investment tax credit, also increased the tax burden on depreciable assets compared to other types of investments. While the primary purpose of this report is to describe the changes in depreciation rules and their effects, the report also contains basic information on the rationale for depreciation deductions and how the deductions are calculated.
