Berkeley's first "homestead" lottery house, 6142 Jackson Ave. in the Kinloch-Park subdivision. It will be occupied next spring by the Michael Scallions family, which will be responsible for bringing it up to city code requirements within six months. "We will be moving into the house about the same time my wife has her second baby," said Michael Scallions, 24, jubilant winner of the first $1 house lottery staged in St. Louis County.
