The smog was so thick Wednesday morning that the entire span of the Eads Bridge, foreground, could not be seen, and Veterans Bridge, in background, is barely visible.

On the scaffolds are little houses which hold storage tanks of water, which workers use to hose down the structure after it's been given a good scrubbing with detergent. The soap contains acid of one-half of one per cent strength for washing while some solvents are also used to remove stubborn grease and dirt.
In the upper left photo, two men scrub away on a curving section of the Arch with long-handled brushes. The board at their feet is part of the scaffold. The helmeted man in the upper right picture is standing on a ventilation top as he hoses down a section near the top of the Arch. In the picture to the left, a cloth soaked with paint remover is used to dissolve a stubborn spot, while below is a picture of one of the huge scaffolds. This picture looks north with Eads and Veterans Bridges below. The scaffold is at the side of one leg of the Arch but can be moved easily by the crane.
Mr. Rennison noted the most difficult part of the washdown was at the top, where the pictures were taken. The sides, he said, are not so critical in the cleaning operation.
However, he pointed out, the clean-up must get progressively better as the workers near the ground, where the surface will be much more evident to viewers than the top of the monument. The cleaning technique is "not the best yet," he said, and new methods are being devised.
As they work on the sides, workmen can stand on the scaffold, which has three pipe-rails around it for safety. However, when they work on the top side, they must swing out from the scaffold with safety bits.
This is a bit tricky, because of the curvature of the Arch.
