Mayor Alfonso J. Cervabtes (front left) leads an inspecting delegation through an alley between Washington and Delmar boulevards Monday to open Operation NEAT (Neighborhood Effort - Action Today). The mayor's program is designed to solve problems that are causing unsanitary condition and deterioration in neighborhoods. Monday's emphasis was on rat eradication.
