Residents of the Country Creek-Springwood subdivision in Ballwin are worried that neither the subdivision developer nor the city will assume responsibility for damage to a concrete drainage system. Heavy rains two weeks ago caused a sudden rush of storm water that tossed the concrete slabs out of position. The city has already told the residents it will not assume responsibility for the damage.
