Summary: This report is an outline of those provisions of the Federal tax code which provide incentives for the production, sale, and consumption of alcohol fuels. To promote the production and use of alcohol fuels, under present Federal tax law there is an exemption from the gasoline excise taxes, three types of income tax credits (the blender's fuel credit, the alternative fuel production credit, and the business energy investment tax credit), and an exemption on interest income on industrial development bonds.

Summary: Pursuant to P.L 88-246, the Congressional Research Service has compiled a preliminary, annotated bibliography on the 1984-85 National High School Debate topic - "How Can the Federal Government Best Decrease Poverty in the United States?": Resolved: that the Federal Government should guarantee a minimum annual cash income to all United States citizens. Resolved: that the Federal Government should adopt a negative income tax to assist all United States citizens living in poverty. Resolved: that the Federal Government should provide employment for all employable United States citizens living in poverty. This bibliography is designed to facilitate early research preparation for the debators by providing pertinent citations to materials related to the topic and propositions.

Title: Import restrictions on meat: History and current issues

Summary: Throughout the 20th century, imports of meat into the United States have been subject to qualitative and quantitative restrictions as well as to tariffs. The former developed as a result of health and safety concerns, and the latter as a direct response to increasing meat imports and deteriorating economic conditions in the domestic cattle industry. These two concerns still motivate periodic efforts to change the Meat Import Act of 1979 and the Federal Meat Inspection Act. This report traces the development of meant import restrictions and analyzes current proposals for change in meat import requirements. Since the Meat Import Act (which relates to imports of fresh or frozen beef, veal, mutton, and goat meat) is the focus of this paper, issues related to pork imports receive only brief mention.

Title: High power voltage lines and extremely low frequency communications systems: Health and safety concerns

Summary: There continues to be public concern about the health and safety impacts of high-voltage AC and DC power lines, either already existing or planned, and of proposed United States Navy extra-low-frequency (ELF) communications antennas. The Departments of Energy and Navy have taken the position that no significant biological, ecological, or human health effects are to be expected from these technologies. However, certain members of the scientific community have presented evidence over the past four years that there may be subtle, adverse health effects of low-level, low-frequency electromagnetic radiation of the type produced by power line and communications systems. Examinations continue to confirm or deny these latter observations.

Title: Commission on executive, legislative and judicial salaries: A historical summary

Summary: The Commission on Executive, Legislative, and Judicial Salaries is activated every four years for the purpose of studying the compensation available to top officials of the U.S. Government. The enabling legislation for this Commission has been substantially amended several times. This report provides a topical history of the Commission. It discusses the responsibilities of the Commission, the President, and the Congress. Membership, funding, and staff support are also discussed. The closing section of the report contains tables showing various Commission's recommendations, those of the President, and the disposition of the Presidential recommendations. The five tables at the end of the report present the following salary rate data: 1) salary in effect when Commission met; 2) Commission salary recommendations; 3) President's salary recommendations; and 4) information on whether the President's recommendations went into effect. Title: Community-based long-term care: Current programs and future prospects

Summary: The growth of the elderly population, combined with rising expenditures for institutional long-term care services, has generated interest in strengthening community-based services for the sick and disabled and in altering the way in which these services are organized and financed. Studies have shown that community-based health and social services can be effective in reducing institutionalization and improving longevity and patient satisfaction. However, the overall costs associated with community-based long-term care remain unknown, as does the number of persons potentially in need of such services. In some cases, costs for such care may exceed amounts spent for the equivalent level of institutional care.

Summary: This report portrays and discusses Federal spending for education programs in the context of a 26-year span: the past 20 years of actual experience (1964-1983) and the spending plan for the next six years proposed in the President's 1985 budget. In addition to the 26-year review, various measures such as spending in constant dollars, as a percent of the gross national product (GNP), as a percent of total Federal budget and annual and cumulative change analyses are reduced to provide context and perspective.

Title: Existing housing resources vs. need
Date: 1987
Summary: Using data from the 1982 and 1983 Metropolitan Area tapes of the Annual Housing Survey, this study uses simulated moves of households to determine whether the supply of standard quality vacant rental units is sufficient to rehouse renter families living in unsatisfactory housing, when household size and number of bedrooms are considered. The study found that no housing market area had a sufficient supply, although the extent of the deficiency varies greatly. Less than half the variance was explained by differences in vacancy rates. The findings confirm the need to consider the characteristics of both the housing stock, and the households in unsatisfactory housing in the diverse local housing areas throughout the country when determining national housing policy.

Title: An examination of farm commodity promotion programs
Date: 1985
Summary: Representatives of a number of commodity groups have asked Congress in recent years for statutory authority to establish national generic promotion programs for their products. A key feature is a mandatory assessment paid by all producers to support such activities. Federal legislation has authorized nine such national promotion programs, and lawmakers now are considering whether to create new initiatives for beef, pork, and watermelons. Critics believe that such programs represent unwarranted Government interference, pit one commodity group against another for limited consumer dollars, and lack adequate evidence of success. Proponents, on the other hand, contend that the programs do work, cost the Federal Government virtually nothing, and benefit producers and consumers alike. This report discusses programs that have already been enacted by Congress and examines their records to date.
